What is M-bag Service? Airlines such as United Airlines and TWA (which became part of American Airlines in 2001) actually began as transporters of air mail. USPS mail is carried on both passenger and cargo planes. FedEx also provides air transportation for USPS domestic First-Class Mail, Priority Mail and Priority Express Mail, as well as some international mail. Postal Service announcements concerning this “airmail improvement plan,” which had begun as the POD was in transition to becoming the USPS, claimed that these tests verified a 95 percent success rate, but critics noted that the reported results were invalid because postal employees could easily spot the special envelopes in transit and give.

International Priority Airmail™ (IPA®) is a bulk mailing service for First-Class Mail International® items with average delivery times of 3–7 business days. Presort, non-presort, and drop ship discounts as well as volume discounts for commercial customers who meet international customized mail program requirements will remain available. Each IPA mailing must weigh a minimum of 11 pounds. In addition, IPA M-bag service has been introduced.
